All you really need is to find an appropriate place where there are no other people around to have that race. Around pedestrians and cyclists I always drop my speed down, just in case someone moves the wrong way. At high speed it would be really hard to avoid a collision and a collision at high speed could result in serious injury or worse - no one wants something like that to happen. When there are people walking including children and sometimes dogs too, I'll usually slow to less than 10kph to make it easy to stop or turn sharply to avoid hitting people. Content creators should especially be aware of the dangers of setting a bad example and find appropriate places to video high speed riding and stunts, well away from the general public.
