Apparently, anything capable of doing 10+ kph is not legal in Japan. You may want to search for EUC Japan (store, also on instagram) and Japanese EUC Freaks blog.

Zooming the map on euc.world website only shows some dude in Kanagawa riding between two US bases (and carefully picking alleyways and sidewalks).
