Do you mean the Ninebot One C+ or just C? It really depends on the price, who the rider will be (a child?), and how/where/why you intend to ride. The A1 is a 14", and the C+ is a 16" wheel. The A1 has a 400watt motor and a published top speed of 11.5mph, which is very slow. The C+  has a 500w motor and is rated at 12.5mph. The A1 is newer and sleeker and has the ability to use one or two batteries, which may allow you to fly with it domestically. If the cost is the same and these are your only two choices (seems strange, perhaps you have a tight budget), I'd pick the A1 as it is newer. But I would not pay more than $2-300USD (new) for either.

EDIT: Yeeks $151 to deliver a 27 kg package... don't know if that still makes it a good deal.  Maybe consider the KS14D from Ewheels instead as Jason has negotiated some great deals to reduce shipping costs to Canada:
