Roadpower
Supposedly it has three classes of e-bikes depending on pedaling, throttle and speed (up to 28MPH). Also under 16 years of age won't be allowed to use them. I imagine this is all on public roads. This is not the most recent article but it is the most recent that I've found at this time. https://www.opb.org/article/2024/02/28/oregon-house-passes-ebike-law-after-bend-teens-death/ I haven't read the law and so I don't know if there is anything about EUC's etc.
winterwheel
Only affects those under 16 years of age, essentially outlaws kids from riding any e-bike.
