Battery charge vs voltage (under load/rested)

Just found an interesting site with "special" discharge graphs/measuments showing the relation of real charge state and cell voltage under load and rested for different time spans:

The (also) tested Panasonic NCR18650A/B are in actual wheels used cells afair?

The graphs show, besides other things nicely the reasoning for the 3.3V/3.1xV lower limit used.

The cells used in KS and Gotway wheels are LG MJ1 and Sanyo GA respectively. 

With that said, both of these cells have usable energy down to 2.5V as opposed to the working voltage of 3.0-4.2 of these lower end cells.
