Did you go to google play store and search ninebot?  It should be there on android phone.  You can download it anywhere and activate it at home, yes.  The app for my ninebot one E+ does not have to have wifi enabled. 

Whatever device you download the app to has to have data available before you can register the wheel.  It has to communicate with servers in China.  You could use wifi for that if you have no data plan.  But I am pretty sure the wheel has to be turned on when registering.
