My wheel fell over with the charger in place and broke the usb charging port. It was working great  till then,  just could not charge anymore. Replaced the motherboard and now it says Hall failure and beeps 3 consecutive times continuously. The wheel spins freely and had no issues prior.  Do you think its a bad motherboard?

Welcome!

The hall sensor cables are the 5 thin wires which are in one insulation with the three fat motor wires:

In the front of the picture before the two big capacitors is the connector of this 5 wires ti the motherboard.

Could be some bad contact/connector or broken wire? Or connector forced in with the wrong direction?

As you prefer, unplugging the battery should be the safer option. But be aware that the big capacitors on the motherboard keep the battery voltage for some time.

84V are normally not deadly.

Shorting the voltage can lead to serious sparks, molten metal blobs flying around, etc
