I fear that people who have had to stop riding because of one reason or another, outnumber the people that pass the 5 year mark (or equivalent) and use wheels for commuting etc.

So maybe in the public's eye it's still a fad. When we see more riders passing 5y and 10y.. who still have functioning limbs :D it will snowball.

Another problem is below freezing temperatures and rain/wind. 

A place with less of this will see a faster adoption. 

I live in north China and here they're very scarce. In the south, they're everywhere (I hear). 

People are interested, but on the 2nd hand pages I see some busted up wheels with low miles, or brand new looking older wheels with few miles where the rider hasn't been able to feel confident.

And it has nothing to do with price I believe. In China euc's are quite cheap. You can get amazing deals. Tesla for 200usd, msx84 for 300usd. These are fine machines that won't catch fire.
