Are timers or smart plugs bad for the chargers?

Due to some EUCs having current on the charge port connection sequence is generally recommended as being first wall (charge smoothing caps, lesser voltage difference) then connect to EUC.

With timers and smart plugs the sequence is reversed. Is this an issue?

Is it less of an issue on EUCs with reverse current protection than say Gotway&co?

Is “anti spark” “no discharge battery” on chargers some form of reverse diodes?
