KS-16X rotor locked after motor swap?

Hey I'm having issues with my 16X. 

About 10 days ago my euc stopped working correctly.  I contacted eWheels and Jason shipped me a new motor based on the error from KS Softtuner at the time.  I just finished swapping the motors and the euc is behaving the same as before.  Any one have run into this before?   On the KS Softtuner app, it is giving me error code 202 "Over Current or locked rotor" and 203 "The motor is blocked, please check whether the motor is rotating smoothly or remove obstacles before riding". 

 I don't believe anything is blocking the motor, perhaps the rotor is locked?  When the euc is powered off, I get the normal amount of resistance while pushing the wheel. However when it is powered on I get this VIDEO of Problem. I also get these  KS Softtuner errors ONLY when moving it and forward and back.  

 

Have you ever ran into this before? Any help would be greatly appreciated

if motor replaced and problem same then has to be controller... replace...

That's what it ended up being.

Kne of the hall sensor wires kn the motherboard was torn, I had the same issue, if you still have the old boRd it's fixable and you will have a spare.
