Marty Backe had posted a video of the V13 he was loaned to test along with some other riders. He made a video where he set the "pedal softness" setting to 0, thinking that would be "not soft", but the setting needed to be 100. He also noted that the app had changed the setting, so now I'm not sure.

In the V13 demo day, which was before he updated the settings, Dawn complains, and Marty notes she's complaining about "wavyness" in the pedals:

Later in that video, the soft pedal settings were causing two of the riders to think the V13 was pedal dipping as a warning it was near some threshold, when it was just the pedals being too soft. They also couldn't get the maximum speed past 37 mph that day. A few days later, with the V13 settings fixed, Dawn did some speed runs at 40 to 52 mph (GPS):

I don't know if or how commuter | off-road settings work on the V13. I tested this on my V8F, with pedal setting at 100% there's no difference, at 10%, in commute mode, if I hold my V8F by the handle and try to wiggle it, it doesn't tilt, in off-road mode, it tilts a little. At 10% and using support to rock back and forth, in commuter mode, the response is delayed, in off-road mode, the tilt is nearly instant. When actually riding, due to limited power, it can't be accelerated very hard, so there isn't much pedal tilt. On inclines and declines, there is a bit more tilt at 10% | off-road.
