It is normal to install an entire pack parallel to an existing pack of a different capacity. Whenever multiple packs are used, care must be given to ensuring each pack's BMS can work properly (e.g.: interrupt charging and prevent over-voltage, even in the presence of the additional parallel packs). Also, within one pack, there can be many parallel groups of cells. (E.g.: 20s-2p within one pack.) Mismatches in capacity among cells in any position within the pack should be minimized. Salvaging laptop batteries is a great idea for use in flashlights and maybe even e-scooters.
