I'd say providing a little bit more details might help to pinpoint the source of the problem. By your brief description it could be a loose / broken cable (either Hall sensors or one of the motor phases). What model and make of the wheel you have? How old is it? What happened before it started behaving like this? If you confident enough to take the wheel carefully apart and checking for some obviously loose or damaged cables that would be a good start.
