I have 5 different android devices and I can't run the app on ANY of them.  It says "incompatible with your device" so I can't use this darned thing.

I can probably find a device to borrow to get it set up and do the training but is there a way to use it without a phone?

I am able to use it now but it beeps the whole time.

Once it is set up and registered you do not need the phone - but if you want to turn the lights on or off, or temporarily limit the speed, etc etc you need the phone.  Here I use mine with a $35 phone with no sim card in it.  I'm surprised your Android devices won't run the app - are they all a bit old or something?

1/ yes you can use your mini without ninebot app, you can use by exemple a trainning app like samsung SHEALTH in bicy mode if you want verify mileage and speed, max speed...

2/ the bluetooth version:

look yours devices bluetooth version, if it's ok i suggest you 

3/ install manualy (parameter android security accept unknow orign), download app on your pc and install on your mobile, 2xclick on in your downloaded/folder/on the file , and install

i do it with samsung tablet 2012, bluetooth is ok but playstore said "incompatible with your device", i install it manualy, work fine with my old tablet in kitkat 4.4.2, but never be upgraded, no message for upgrade the app, is not a problem

I tried a Kindle 6", a kindle 10", a Nexus 7 Gen 1, an LG G-Pad, and a Nexus 3  (only android devices I own).

It seems the problem is that the Mini is BLE and none of these do anything but plain old Bluetooth

I borrowed a Nexus 6 from a friend and am up and running.
