I have a Veteran-450 charger (input: 100-240Vac, 2.0A, 50/60Hz; output: 100.8V, 5A, 5-pin connector).

When I use this charger to charge the OG Commander and the Sherman Max (both 3600Wh batteries), according to Darknessbot, the volts stop at 100.2V for a full charge, and the lights go green on the charger.

Is it normal for the charge to stop at 100.2V instead of reaching 100.8V for 100.8V EUCs? I hear this may be a safety feature of the chargers or that it helps prolong battery life. I'm just not sure if it should technically go to 100.8V or if they are designed to stop charging at 100.2V, etc?

Check the output of the charger with a meter.  Make sure the meter is correct or compare it to other chargers that are proven to fully charge other wheels.  Try someone else's charger?

So the other charger consistently gets the wheel to 100.8v? 

Might just need to adjust the output on the new charger then. That can sometimes be done, by adjusting a potentiometer on its board. 

100.2v is only a problem if it doesn't let a couple groups to fully charge. They'll consistently be low, essentially reducing your range. 

If it were lower then you'd lose out on a lot of cell groups not balancing properly. Over time that'll age your battery a bit faster etc, increased voltage sag etc.

I'll try it out on another charger I recently got and see what volts I get; I'll also check on another app.

This charger of mine that goes to 100.2V has been my main charger for the Shermax since I've had the EUC and the range is still very good, so I personally don't think it is harming the batteries in any way, but I am curious what it means, especially since it happens on both wheels.

Balancing isn't needed at all on a battery with matched cells. If you try to charge a wheel that doesn't have matched cells (it's just a matter of time for any wheel) to 100.2v then you'll end up with groups lagging. 

So your old Max could simply still be very matched. Some wheels have cell problems really early like months, making them dependent on balancing to continue running, but that's unusual for it to be that early.

Some wheels are fine after many years. My Panasonic packs in my old Gotway wheels are perfectly balanced and they're 6+ years old and ridden for tens of thousands of km.
