It may be somewhat safe if you understand what you are doing and understand the underlying working principles of EUCs, see e.g.

Otherwise I don't think it is safe.

I've been at 22 for 1000 miles without issue. I see 20 at 100% battery, and can easily cruise at 18.5 until ~70% battery.

Yep, the 22mph is legit, Inmotion just throttles it back keeping that extra power in reserve for safety reasons.  I tried it for awhile, but throttled it back in the app in order to conserve my range.  Maybe there would be more of a concern if you're a heavier rider, but should be fine if you're on the lighter side.  I'm about 142lbs / 64kg.

Yeah, I can tell Inmotion really enforces the safety factor. Ever since I switched my oem wheel (roughly 1080 miles) to a Maxxis Hookworm, I'm still getting used to the difference in tread. I bailed about 3 months ago pushing it aggressively unlocked with the Darknessbot, and still regret it. Maybe towards the end of the summer, I'll increase it back to the higher "unlocked" speeds. :P

Indeed, safety is the first thing, then we can talk about the other factors.
