Instead of the capacitor being the major contributor to leakage, it's probably the chip that does the Analog to Digital conversion. Typical input leakage specifications would cause large errors in resistor networks with high resistance values. And, the leakage current can be either positive or negative which could cause the reported voltage to be either to high or to low. TMI, probably....
