@CY Huang, you will need, at the very least, a voltmeter to understand what voltage the battery is currently at and what voltage the charger is putting out.

However, if the wheel has been left a real long time, I.e. 6 months to a year or more, and if it was at either a low state of voltage or left fully charged, then in both those cases the battery will be degraded. If the voltage was low and some or all cells have gone significantly below 2.5-3 volts they will be permanently damaged and unrecoverable. The battery pack will then not take a charge. If left fully charged it would have likely just lost an awful lot of capacity and, therefore range. So I think you may have let it get too discharged.

Of course it may also be a charger or connection fault, the charger should put out 4.2V per cell, since most batteries in these wheels are 16 cell that would be 67.2V, if the charger isn't putting out that voltage it will have become faulty.
