In Belgian law, any motorized vehicle of 1 wheel or more (was previously 2 wheels or more) would be considered a walker if not exceeding walking speed, and bicycle otherwise (as such can drive on bicycle path or road in the absence of) . Only condition is that the vehicle is limited by manufacturer at speed 18km/h.
